The Position Paper outlines the Utility Regulator’s proposed policy position on energy supply competition over the next three years.  The proposed policy position is in the context of the current and expected development of the domestic and non-domestic energy markets.

Consultation arrangements
While we are consulting on the draft Position Paper over a period of 12 weeks, we would encourage respondents to send us any comments on the draft paper as soon as possible, preferably in electronic format. Responses should be received no later than the 23rd September 2011.  After the consultation has concluded, we intend to publish a final Position Paper. A paper copy of the draft Position Paper can be obtained from:
