Utility Regulator publishes its draft Forward Work Plan 2011-12 for consultation

Published:

Consultation opened on . Closing date at 12:00.

Summary

The Utility Regulator has finite resources to deliver our statutory duties and functions and to contribute to the delivery of policy objectives set by Government. This requires us to carefully prioritise and select those actions which we consider likely to provide the best return for consumers (who provide our funding).

Consultation arrangements
While we are consulting on the draft Forward Work Programme (FWP) 2011-12 over a period of 12 weeks, we would encourage respondents to send us any comments on the draft FWP as soon as possible. After the consultation has concluded, we intend to publish a final FWP by 31 March 2011. A paper copy of the draft FWP can be obtained from:

Telephone: 028 9031 6352

Copies of the document will be made available in large print, Braille, audio cassette and a variety of relevant minority languages if required.

Responding to the consultation
We have not included a list of questions for respondents to consider as part of their response. Rather, we are asking respondents to consider the broader question of whether the actions identified in the draft FWP are appropriate in the circumstances and strike the correct balance of priorities in relation to our Corporate Strategy.

During the consultation period we intend to hold a workshop/discussion session for our stakeholders in order to allow discussion of the contents of this paper. Iain Osborne will chair this discussion and we intend to hold this session at 14:00 – 16:00 on Tuesday 7 December at the Utility Regulator’s offices. We will consider the merits of holding separate engagement sessions with energy and water stakeholders should there be a demand for that. As space on the day may be constrained, could we ask that anyone wishing to attend contacts us (by letter, phone or e-mail using the contact details above) to let us know please before noon on Wednesday 1 December.

If you do not want all or part of your response or name made public, please state this clearly in the response by marking your response as “CONFIDENTIAL”.

Information provided in response to this consultation, including personal information, may be subject to publication or disclosure in accordance with the access to information regimes (these are primarily the Freedom of Information Act 2000 (FOIA) and the Data Protection Act 1998 (DPA)). If you want other information to be treated as confidential, please be aware that, under the FOIA, there is a statutory Code of Practice with which public authorities must comply and which deals, amongst other things, with obligations of confidence.

In view of this, it would be helpful if you could explain to us why you regard the information you have provided as confidential. If we receive a request for disclosure of the information we will take full account of your explanation, but we cannot give an assurance that confidentiality can be maintained in all circumstances. An automatic confidentiality disclaimer generated by your IT system will not, of itself, be regarded as binding on the Utility Regulator.
