UR decision on modifications to gas and electricity licences

Today we publish a decision paper on modifications to gas and electricity licences necessary to reflect market experience, process updates and legislative changes. The modifications affect the gas and electricity supply licences, the electricity distribution licence and the gas conveyance licences (distribution and transmission).

This decision paper follows a consultation published on 5 January 2016.  We received nine responses to this consultation which can be viewed below:

Budget Energy response
Consumer Council response
firmus energy response
Mutual Energy response
Phoenix Natural Gas response
Power NI response
Power NI Energy PPB response
SGN Natural Gas response
SSE Airtricity response

The majority of the changes outlined in the decision paper represent a clean-up of licences and do not require a system or process change and will therefore have minimal impact on licence holders.  The decision paper does include some modifications that seek to enhance existing consumer protection conditions; however consumers will see no direct changes to their services as a result of these modifications.

We have also published notices of the modifications under Article 14(8) of the Gas (Northern Ireland) Order 1996 and Article 14(8) of the Electricity (Northern Ireland) Order 1992:
Notices under Article 14(8) of the Gas (Northern Ireland) Order 1996 for all gas supply companies
Notices under Article 14(8) of the Gas (Northern Ireland) Order 1996 for all gas conveyance companies
Notice under Article 14(8) of the Electricity (Northern Ireland) Order 1992 for all electricity supply companies and for the distribution company

Copies of the document can be made available in large print, Braille, audio cassette and a variety of relevant minority languages if required.
