Summary

Today the Utility Regulator publishes a consultation paper outlining proposals for a cross-utility approach to network price controls.

The consultation paper, which includes a discussion of various technical aspects of price controls, is likely to be of most interest to industry and regulatory professionals. 

Specifically, the proposals relate to:
- the form and duration of price controls;

- incentivisation in price controls;

- issues associated with the cost of capital and financeability;

- risk and uncertainty - the different types of risk and how mitigation of these risks impacts on the allowed revenue of a company; and

- reporting and monitoring arrangements.

The Utility Regulator welcomes responses to the specific questions posed in this consultation and any additional comments which respondents may wish to make.

A copy of the paper will be made available in large print, Braille, audio cassette and a variety of relevant minority languages if required.
