The Independent Water Review Panel is currently undertaking a comprehensive review of existing arrangements for the delivery of water and sewerage services in Northern Ireland. This review has two strands. The first strand focuses on the fundamental issues of financing these essential services while the second concentrates on the wider aspects of the management and governance arrangements for water and sewerage services. This paper (focussed on Strand 1) by the Northern Ireland Authority for Utility Regulation (NIAUR) suggests to the Review Panel six key criteria against which reform proposals could be judged.

The Utility Regulator is the informal name for the Northern Ireland Authority for Utility Regulation (NIAUR) the regulator of the Electrcity, Gas and Water and Sewerage industries in Northern Ireland. NIAUR’s powers are derived from the Electricity (Northern Ireland) Order 1992, the Gas (Northern Ireland) Order 1996 as amended by the Energy (Northern Ireland) Order 2003 and the Water and Sewerage Services (Northern Ireland) Order 2006.
