In January 2008, the Utility Regulator and CER in the Sorth (collectively known as the Regulatory Authorities) agreed to review the treatment of k-factors and their application to retail tariffs. The RA’s have agreed to conduct a long term strategic review of the application of k-factors in retail tariffs in Q3/Q4 of 2008 which will determine the enduring arrangements for the applications of k-factors in the SEM.
This review will not be completed in sufficient time to apply to tariffs commencing 1st October 2008. Therefore the RA’s have agreed to separately publish interim proposals for the 2008/2009 tariffs which are appropriate to domestic circumstances.
The Utility Regulator has today published NIE Energy’s plan to amend the MV non-domestic customer class. This plan has been made following the recent suppliers forum. The Utility Regulator is satisfied that this is an appropriate course of action to alleviate the short term concerns of suppliers.
