Gas licence modifications to facilitate European compliance requirements

Summary
The Utility Regulator today publishes a consultation on the licence modifications required to facilitate European compliance.
Our paper consults on a number of issues including:
1) The Forecasting Party – Changes which will facilitate compliance with the Balancing Code.
2) Contract Approvals – Modifications which provide the UR a formal role in monitoring and approving third party compliance agreements.
3) Transportation Agreement (TA) – Inclusion of the TA in the licence process.
4) Part 2A – New requirements to publish data and ability to amend forecasts.
