Board member
Claire Williams joined the Utility Regulator board in May 2019. Claire has held senior positions in the electricity, renewable energy and rail industries for over 25 years. She is also a Board director for Citizen Housing Group and the Single Source Regulation Office and serves on several Board committees, including as chair of a Remuneration and Nominations Committee.
Before this, Claire was Group General Counsel and Company Secretary for the Low Carbon Contracts Company (counterparty to Contracts for Difference under the CFD scheme) and Electricity Settlements Company (the organisation managing settlement in the GB Capacity Market). She also worked for the Carbon Trust, working on its government grant portfolio (including offshore wind and marine), UK and international advisory work, onshore wind interests and venture capital investments portfolio.
Prior to this, Claire was Head of Legal and Company Secretary for Elexon, the GB Balancing & Settlement Code company, where she was heavily involved in the GB electricity balancing and settlement mechanism. She was also responsible for managing the Association of Power Exchanges (APEx), an organisation providing a forum for international gas and electricity pools, grids and power exchanges.
Previously, Claire was counsel for Network Rail (Union Railways) dealing with legal issues on the construction of HS1, including the new stations, bridge and highways works and interfacing with the water and electricity sectors. In her earlier career, Claire spent several years as a private practice lawyer. Claire has a Masters in Law from Cambridge University.
