Summary

This is a technical consultation, aimed specifically at the gas industry.

The proposed licence modifications form part of a set of arrangements to facilitate the continuation of the supply of gas from the Scotland to Northern Ireland Pipeline to the Stranraer Distribution Network.

The Utility Regulator has published a notice and consultation on proposed modifications to all high pressure gas conveyance licences in Northern Ireland for enduring Stranraer arrangements, Haynestown enduring charging arrangements and other minor amendments. 

The proposed licence modifications form part of a set of arrangements to facilitate the continuation of the supply of gas from the Scotland to Northern Ireland Pipeline to the Stranraer Distribution Network. 

The modifications also seek to enhance the equitability of treatment of the Stranraer Shipper compared to other Shippers, including with respect to annual year-end reconciliation and the applicability of overrun charges.

In addition, we propose modifications to improve oversight over some existing arrangements, and to enhance licence drafting accuracy and transparency.

The proposed modifications relate to all high pressure gas conveyance licences in Northern Ireland.  

In addition, we are taking the opportunity to amend the GNI (UK) licence only to allow amendment to the Enduring Charging arrangements for Haynestown in the Republic of Ireland.  

These modifications are required to allow adjustments to Supplemental Income and adjust further into the past than the current licence drafting allows.  

We have been working with the Commission for the Regulation of Utilities (CRU) in relation to the latter proposed modifications.  

We are also taking the opportunity to propose modification of minor drafting amendments for all high pressure licences which require update.
