Consultation published on Harmonised Transmission Tariffs for the gas network

Summary
The consultation is based on a requirement within EU Regulation 2017/460, the Network Code on Harmonised Transmission Tariff.
The Utility Regulator has published a consultation on continued compliance with the Harmonised Transmission Tariffs Network Code (TAR NC).
The TAR NC is a piece of EU legislation that has been transposed into UK law that requires us to consult on it every five years. The TAR NC sets expectations on transparency and non-discrimination in transmission tariffs for the gas network.
The paper examines the aspects of the TAR NC that were implemented following the consultation that we undertook in 2018. The decisions made following that consultation are still appropriate and compliant after the intervening five years.
We are therefore proposing to maintain the decisions made in 2018.
This consultation seeks feedback from relevant stakeholders in the gas industry on several topics related to the methodology for gas transmission tariffs.
Areas covered in the consultation are:
Reference price methodology.
Discounts to capacity charges.
Indicative reference prices.
Cost allocation assessment.
Allowed revenue of TSOs.
Commodity based tariffs.
Transmission and non-transmission tariffs.
The treatment of multiplier and seasonal factors.
Publication requirements.
We are interested in seeking stakeholder views on our approach to these areas, along with any alternative opinions they may have. We encourage stakeholders to provide feedback on the proposed modifications by 5:00pm on Friday 28 March 2025.
