Technical paper published on gas forecasting party decision

The Utility Regulator is today publishing its decision to designate Premier Transmission Ltd as the ‘forecasting party’ within the Northern Ireland gas balancing regime. This decision is likely to be of most interest to regulated companies.

Following the publication of our consultation in June 2015, that considered a number of possible options, three responses were received to our consultation:

Following this decision we intend to consult later this year on the necessary licence modifications as set out in the decision paper.

The forecasting party will be responsible for providing the transmission system operator (TSO) with estimates of each network users offtake at Non Daily Metered supply points. 

We are required to designate a forecasting party before 1 October 2015 by Article 39(5)of Regulation (EU) No 312/2014 (the Balancing Code).
