In order to give effect to the Integrated Single Electricity Market (I-SEM), as contained in decisions of the SEM Committee, the Utility Regulator today publishes notices of decision and an accompanying decision paper on licence modifications for I-SEM. The modifications are to the SONI Transmission System Operator (TSO) and Market Operator (MO) licences, and follow an intitial set of modifications which were published for decision on 1 July 2016.
The decisions follow a statutory consultation which was published on 16 December 2016. Key licence conditions include those relating to licence definitions, the Balancing Market Principles Statement (BMPS), the Agent of Last Resort (AOLR) role, the Nominated Electricity Market Operator (NEMO) role, and mitigation measures for potential conflicts of interest amongst entities of the EirGrid group. A parallel process, led by the CER, has dealt with similar licence modifications to the EirGrid plc TSO and MO licences.
