Today we are publishing a consultation outlining proposed modifications to electricity and gas licences that would only come into effect if the UK leaves the European Union (EU) on 31 October without an agreement. The modifications would then be necessary to ensure that the licences continue to operate effectively. The draft modifications do not seek to change the current obligations and duties of licencees.
Given the statutory process for amending licence conditions, we acknowledge that any such amendments will not be in place for 31 October 2019 . However, we do not currently foresee any disruption to the energy or water industries as a consequence.
Today we publish for consultation the proposed modifications and accompanying red-line copies of all licences.
