Today we publish our Final Approach document for the next price control review for the gas distribution network operators in Northern Ireland, firmus energy (Distribution) Ltd, Phoenix Natural Gas Ltd and Scotia Gas Networks Ltd. This price control review, known as GD23, covers the period 1 January 2023 to 31 December 2028.
The price control review sets new limits on the revenue that the gas distribution network operators can recover from customers, in order to operate their businesses. Gas distribution costs make up 40-45% of the customer’s final bill.
On 1 June 2020, we published a discussion paper setting out our proposed approach to the GD23 price control. We received five responses to this discussion paper.
Having considered all responses and representations made to the discussion paper, we publish our GD23 price control Final Approach document.
The Business Plan Submissions will be submitted in June 2021, with a Draft Determination published for consultation in December 2021.
